Reappropriates $281,209 from the Development and Enhancement Fund to the Arkansas Public Defender Commission, effective July 1, 2023, for expenses related to resentencing of juveniles sentenced to mandatory life without parole.

Requires all contracts and obligations to remain within available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Prohibits use of Maintenance and General Operations funds for purposes appropriated in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations unless specifically exempted by law.

Declares an emergency effective July 1, 2023, citing the Arkansas Constitution's prohibition on multi-year appropriations and the essential need for immediate agency operations.
