• Reappropriates $15,000,000 from the Development and Enhancement Fund to the Arkansas School for the Blind for maintenance, renovation, construction, acquisition, improvement, upgrade, and repair of campus facilities, effective July 1, 2023.

• Reappropriates $528,909 from the Arkansas Natural and Cultural Resources Grant and Trust Fund to the Arkansas School for the Blind for acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects, effective July 1, 2023.

• Reappropriates $15,000,000 from the Development and Enhancement Fund to the Arkansas School for the Deaf for maintenance, renovation, construction, acquisition, improvement, upgrade, and repair of campus facilities, effective July 1, 2023.

• Establishes that no contracts may be awarded beyond available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, or unobligated cash income.

• Declares an emergency effective July 1, 2023, to ensure immediate availability of funds for agency operations, and was approved March 6, 2023.
