Reappropriates $101,000 in unexpended capital improvement funds from Act 77 of 2022 to the Department of Commerce - State Insurance Department, effective July 1, 2023.

Funds designated for cemetery maintenance and operations costs for insolvent, licensed perpetual care cemeteries in receivership or conservatorship for five or more years.

Permits use of funds for cemetery acquisition costs (not to exceed $1,000) and grants to non-profit or government entities for care and improvement of historic perpetual care cemeteries.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective date of July 1, 2023 to ensure uninterrupted agency operations and essential government programs; approved March 6, 2023.
