Reappropriates $4,184 in balances from Act 76 of 2022 to the Department of Health, effective July 1, 2023, for personal services of the Office of Health Information Technology (OHIT), the State Health Alliance for Records Exchange (SHARE), and grants to rural or critical access hospitals.

Funds are to be paid from the Development and Enhancement Fund and cannot be used to exceed State Treasury funds actually available.

Authorizes the Department of Health to supplement appropriations with grants, donations, Federal funds, and unobligated cash income, but prohibits using Maintenance and General Operations funds for these reappropriated purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2023, citing the constitutional prohibition on appropriations exceeding one year and the essential nature of funding for agency operations.
