Appropriates $42,000,000 from the Skills Development Fund to the Department of Commerce for acquisition of property, operations, debt service, construction, and equipping of the Arkansas Manufacturing and Robotics Center.

Appropriates $28,000,000 from the Skills Development Fund for personal services, operating expenses, debt service, construction, equipment, and grants for comprehensive statewide workforce development programs.

Prohibits contracts and obligations exceeding available State Treasury funds, but permits agencies to accept grants, donations, and Federal funds to supplement state appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2023, citing the constitutional one-year appropriation limit and essential agency operations.
