Appropriates $537,976 to the Department of Transformation and Shared Services - Building Authority Division for abatement of hydronic piping at the state-owned building located at 501 Woodlane.

Funds must be drawn from cash available in the State Treasury as determined by the Chief Fiscal Officer, with authority to supplement using grants, donations, Federal funds, or unobligated cash income.

Prohibits use of Maintenance and General Operations funds for the appropriated project and requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Funds must be disbursed in compliance with stated reasons documented in Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Effective July 1, 2023 as an emergency measure necessary for proper agency operation.
