Appropriates $5,000,000 from the Educational Buildings Maintenance Fund to the Department of Education - Division of Elementary and Secondary Education for capital improvement projects.

Funds designated for building and grounds maintenance, equipment maintenance contracts, insurance, janitorial services, major maintenance costs, renovation, improvements, repairs, and operations for four buildings owned by the Department of Education located in the Capitol Complex.

Allows the department to supplement the appropriation with grants, donations, Federal funds, and unobligated cash income to finance the complete costs of projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws when disbursing funds.

Becomes effective July 1, 2023 under an emergency clause to ensure continuous operation of essential governmental programs, with funds to be used in compliance with budget recommendations and legislative intent.
