Establishes 13 maximum regular employees for the Department of Transformation and Shared Services - Arkansas Geographic Information Systems Office, including 1 State Geographic Info Officer (Grade IT10), 1 GIS Lead (Grade IT08), 4 Senior GIS Analysts (Grade IT07), and supporting staff positions.

Appropriates $1,811,413 from the Miscellaneous Agencies Fund Account for fiscal year 2023-2024, including $912,635 for regular salaries, $300,223 for personal services matching, $470,742 for operating expenses, $14,350 for conferences and travel, and $107,000 for professional fees.

Appropriates $1,200,000 from the Geographic Information Systems Fund for creating, operating, and maintaining Geostor (Arkansas Spatial Data Infrastructure) and framework spatial data as defined by Arkansas Code 15-21-502.

Authorizes up to 1 part-time or temporary employee ("Extra Help") at a maximum annual cost of $6,463, payable from appropriated funds.

Requires any unexpended balance of funds remaining on June 30 each fiscal year in the Miscellaneous Agencies Fund Account to be transferred to the Geographic Information Systems Fund for infrastructure operations and maintenance.
