Establishes a maximum of 105 regular employees for the Department of Labor and Licensing - Workers' Compensation Commission for fiscal year 2023-2024, with positions ranging from Chairman (Grade SE03) to Administrative Specialist II (Grade GS03).

Appropriates $11,362,268 from the Workers' Compensation Fund for WCC Administration, including $6,664,415 for regular salaries, $2,277,558 for personal services matching, and operating expenses totaling $1,569,295.

Appropriates $21,550,000 from the Death and Permanent Total Disability Trust Fund for refunds and death/total disability claims, and $500,000 from the Second Injury Trust Fund for second injury claims.

Appropriates $140,000 from a cash fund for scholarships and educational conference expenses, and $150,000 from the Workers' Compensation Fund for building repairs and maintenance.

Adds new Arkansas Code sections (11-9-211 and 11-9-212) authorizing investment of trust funds and allowing the WCC Chief Executive Officer to transfer funds between trust funds with appropriate approvals.
