Removes the requirement that the Arkansas Social Work Licensing Board have "no fewer than two (2) African-American members" from the board's composition statute.

Maintains the board's nine-member structure composed of three licensed certified social workers, two licensed master social workers, one licensed social worker, one psychiatrist, one public representative, and one elderly representative (60+ years old).

Declares an emergency, stating the current racial quota requirement is unconstitutional and prevents the Governor from considering qualified citizens regardless of race for open board positions.

Requires qualified board members to have five (5) years of full-time social work practice experience before appointment, with experience potentially gained through direct practice, teaching, or administration in social work.

Became effective on March 9, 2023, upon approval by the Governor.
