Creates a new "hospital pharmacy continuity of care endorsement" that the Arkansas State Board of Pharmacy may issue to licensed hospitals with pharmaceutical services permits.

Allows hospitals with the endorsement to dispense retail drugs and medications to emergency room patients or patients upon hospital discharge for outpatient use in supply quantities of either up to 31 days or a single commercially available package size.

Clarifies that the endorsement must be used as a continuation of or supplement to hospital or emergency room treatment.

Amends Arkansas Code § 17-92-607(b) to explicitly permit hospitals from dispensing drugs or medications through the continuity of care endorsement or to hospital employees and students, removing prior prohibitions.
