Amends Arkansas Code § 9-27-703(a)(2) to restructure appointment requirements for the Commission for Parent Counsel based on which official makes the appointment.

Governor's appointment must be an attorney with at least 10 years of experience in child welfare legal matters.

President Pro Tempore of the Senate's appointment must be an attorney with at least 5 years of experience in child welfare legal matters.

Chief Justice of the Supreme Court's appointment must be a retired circuit court judge who served in the juvenile division of circuit court.

Remaining appointments should preferably, but are not required to, be filled by appointees with experience or familiarity with child welfare systems.
