Transfers the criminal detention facility review committees and the Office of Criminal Detention Facilities Review Coordinator from the Department of Corrections to the Department of Public Safety through a cabinet-level department transfer under § 25-43-1402.

Transfers all statutory authority, powers, duties, functions, records, personnel, property, contracts, and unexpended appropriations related to the criminal detention facility review committees and coordinator to the Department of Public Safety.

Amends Arkansas Code § 12-26-103(a)(1) and § 12-26-103(a)(3) to change employment of the Criminal Detention Facilities Review Coordinator from the Department of Corrections to the Department of Public Safety.

Repeals Arkansas Code § 25-43-402(3) and § 25-43-402(6) listing the review committees and coordinator as entities under Department of Corrections and adds them to § 25-43-1402 as entities under Department of Public Safety.

Declares an emergency and makes the act effective July 1, 2023, to align with appropriation bills and ensure continuity of funding and services during the transfer.
