Requires county boards of election commissioners to ensure each polling site permits these electioneering activities before designating a location as a polling site or vote center.

Authorizes county boards to negotiate with polling sites to establish the specific area and distance from the primary entrance where electioneering activities may occur.

Specifies that agreements between county boards and polling sites do not restrict activities on adjacent properties not specifically designated as polling sites.
