Amends Arkansas Code § 6-14-111(e)(1)(B) to establish the candidate filing period for school board elections as a one-week period ending at 12:00 noon 90 days before a general school election held in November.

Removes reference to "general" elections and clarifies that the 90-day filing deadline applies specifically to November elections, eliminating confusion about filing periods for school board elections held in odd-numbered years.

Declares an emergency clause, finding that confusion exists regarding candidate filing periods for November school board elections in odd-numbered years and that this act is necessary to provide clarity to candidates and election officials.

Becomes effective immediately upon gubernatorial approval, expiration of the veto period, or veto override, rather than following standard delayed implementation procedures.
