Establishes a maximum of 3 regular employees for the Department of Health - Arkansas Minority Health Commission for fiscal year 2023-2024: one Director (Grade GS14), one Health Program Specialist I (Grade GS06), and one Media Specialist (Grade GS06)

Appropriates $260,584 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $184,687 in regular salaries, $63,213 in personal services matching, $12,184 in operating expenses, and $500 for conferences and travel

Appropriates an additional $25,949 from cash funds deposited in the State Treasury as determined by the Chief Fiscal Officer

Authorizes the Chief Fiscal Officer to establish a special Promotional Items appropriation, with transfers from operating expenses requiring prior approval by the Arkansas Legislative Council or Joint Budget Committee

Effective July 1, 2023 through June 30, 2024, with an emergency clause declaring the appropriations essential to agency operations
