Amends the definition of "annual review fee" to require fees be submitted upon both the issuance date and anniversary date of permits under specified statutes.

Revises permit fee caps by replacing outdated fiscal year 1992-1993 revenue multipliers with language requiring fees not to exceed reasonable administrative costs for water, air, and solid waste permits.

Adds a new requirement that persons must obtain a written permit before installing, modifying, or operating a disposal system or any part thereof.

Limits wastewater treatment plant licensing committee members appointed by the commission to no more than two consecutive three-year terms.

Changes wastewater treatment plant licensing and examination fees from specific dollar amounts ($40 combined fee and $20 renewal fee) to fees based on reasonable administrative costs set by rule.
