Establishes a maximum of 48 regular employees for the Department of Transformation and Shared Services - Statewide Shared Services - Employee Benefits Division for fiscal year 2023-2024, including positions such as a TSS EBD Director (Grade SE02), Registered Nurse (Grade MP01), Software Engineer (Grade IT06), and 14 Benefits Analysts (Grade GS05).

Authorizes up to 3 part-time or temporary "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $3,159,597 from the State Central Services Fund for regular salaries ($1,451,862), personal services matching ($514,474), overtime ($5,000), and maintenance and general operations including operating expenses ($1,130,172), conferences and travel ($4,000), and professional fees ($54,089).

Appropriates $100,000 from the State Central Services Fund for stipends and mileage payments to members of the Public School Employee Health Benefit Advisory Commission ($50,000) and State Employee Health Benefit Advisory Commission ($50,000).

Appropriates $3,438,478 from cash funds deposited in the State Treasury for miscellaneous cash operations including regular salaries ($1,125,830), extra help ($100,000), personal services matching ($445,926), operating expenses ($953,222), conferences and travel ($71,800), professional fees ($24,000), and refunds/reimbursements ($717,700).
