Requires institutions of higher education and technical programs offering nursing degrees to maintain base salaries for nursing faculty at or above the national fiftieth percentile salary recommendations of the American Association of Colleges of Nursing.

Salary benchmarks must account for institution type, faculty education level, and faculty rank.

Allows eligible institutions to apply for one-time funding under the American Rescue Plan Act to cover first-year expenses needed to reach the fiftieth percentile salary threshold.

Adds new section 6-63-106 to Arkansas Code Title 6, Chapter 63, Subchapter 1.
