Amends Arkansas Code § 6-82-601(a)(1) to expand the definition of "dependent" for tuition waiver purposes to include spouses, biological children, legally adopted children, children under legal guardianship, and stepchildren of disabled veterans, prisoners of war, or persons declared missing in action, killed in action, or killed on ordnance delivery

Requires dependent children and spouses to be current residents of Arkansas and establishes that dependent children must meet the definition of dependent child as established by the United States Department of Education

Modifies Arkansas Code § 6-85-212(d)(6) to prioritize Arkansas Academic Challenge Scholarship awards to students who are dependents of individuals killed while performing military duty in status under 32 U.S.C. § 101 et seq., 10 U.S.C. § 101 et seq. (as of January 1, 2011), or state active duty status

Defines "dependent" for scholarship prioritization purposes to include biological children, adopted children, and stepchildren of qualifying military members
