Department of Health, in coordination with Arkansas State Board of Nursing, shall establish the "Clinical Nurse Education Portal" if funds are available.

Portal shall be a statewide management software system containing information on clinical nursing placement access for all nursing programs in Arkansas and healthcare facilities.

Portal must comply with Family Educational Rights and Privacy Act of 1974 and Health Insurance Portability and Accountability Act of 1996, and provide clinical access and utilization data to inform quality improvement initiatives.

Portal shall be accessible to all healthcare providers and nursing programs with clinical hour requirements, including simulation laboratory hours, though adoption is voluntary.

Department may contract with non-state entities to establish and maintain the portal, fund it through American Rescue Plan Act one-time funds, and charge fees to nursing programs or healthcare providers for maintenance and operation.
