Allows open-enrollment public charter schools to use weighted admission lotteries at their discretion to give increased enrollment chances to national school lunch students, English-language learners, students with disabilities, and students from academically distressed public schools.

Permits weighted lotteries when necessary to comply with federal civil rights laws, court orders, or federal administrative orders related to Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, or the Fourteenth Amendment's equal protection clause.

Grants charter schools sole discretion and control over the structure, format, and operation of any weighted lottery system they implement.

Allows charter schools to request that the Arkansas Department of Education operate and manage their weighted lottery system as an optional service.
