Establishes the Monument to Unborn Children Display Fund as a trust fund to receive gifts, grants, and donations for erecting and maintaining a monument on the State Capitol grounds commemorating unborn children aborted during the Roe v. Wade era (1973-2022).

Directs the Secretary of State to permit and arrange placement of a suitable monument on State Capitol grounds, with the Capitol Arts and Grounds Commission overseeing artist and design selection with input from pro-life groups in Arkansas.

Monument construction, placement, and dedication shall be arranged by private entities at no expense to the State of Arkansas, and the monument is exempt from existing monument regulations under Arkansas Code § 22-3-301 et seq. and § 22-3-501 et seq.

Authorizes the Attorney General to defend the monument's legality or constitutionality if challenged in court, and allows the Attorney General to request a private law firm serve as counsel without being subject to competitive bidding requirements.

Grants the Secretary of State authority to enter contracts for design and construction, oversee maintenance and repair using the Monument Fund or alternative state funds, and ensure any repairs restore the monument to original quality and condition.
