Amends Arkansas Code § 9-10-111(a) to limit retroactive child support awards to three (3) years before the petition filing date, or from the child's birth if the child is less than three (3) years old.

Modifies § 9-14-105 to update the federal regulatory reference from January 1, 2021 to January 1, 2023 regarding child support services eligibility.

Amends § 9-14-106 to establish that initial child support orders may be made retroactive no earlier than three (3) years before the petition filing date, with an exception when the defendant parent was not properly served and did not intentionally evade service.

Provides that when a parent ordered to pay support was not served with proper notice under Arkansas Rules of Civil Procedure and was not intentionally evading service, the child support order becomes effective no earlier than three (3) years before the date of service.
