Requires civil penalties for violations of Section 610 of Title VI of the federal Manufactured Housing Act to be established by rules promulgated by the Arkansas Manufactured Home Commission and approved by the General Assembly, with a maximum penalty not exceeding $1,000 per violation.

Reduces the Arkansas Manufactured Home Commission from ten (10) members to eight (8) members, with four (4) active industry members, four (4) public members not employed in the industry, and eliminates the dedicated elderly representative position.

Authorizes the Commission to impose monetary penalties in lieu of suspension, revocation, or refusal to renew licenses or certifications, with penalties established by commission rules and approved by the General Assembly and not to exceed $1,000 per violation.

Changes the maximum civil penalty for related series of violations occurring within one year from $1,000,000 to the amount established under the penalty rules for a single violation.
