Clarifies board membership composition (7 members: 4 licensed home inspectors, 1 real estate professional, 1 real estate appraiser, 1 consumer advocate) and establishes procedures for filling vacancies within 30 days with successors serving unexpired terms.

Permits the board to send license renewal notices to home inspectors by electronic mail in addition to mail, requiring notices 45-60 days before expiration.

Makes corresponding technical changes throughout the statutes by replacing "registration" with "licensing" and "certificate of registration" with "license" to align terminology with the new board name.

Clarifies that licenses include the authority previously granted under certificates of registration issued by the board until renewed, revoked, or expired.
