Adds a new exemption to Arkansas Code § 23-18-504(a) for gas pipeline facilities constructed primarily to serve a single customer or group of customers.

Requires exempted pipelines to be built entirely on land owned by or leased to the customer(s) to be served, with leases entered to facilitate bond issuance under § 14-164-201 et seq. through § 14-164-801 et seq.

Requires exempted pipelines to be under common ownership or control of the customer or group of customers.

Declares an emergency based on high inflation (consumer price index up 6.5% and food items up 10.4% over 12 months) and job creation needs, allowing the act to become effective upon gubernatorial approval, expiration of veto period, or veto override.
