Appropriates $5,000,000 to the University of Arkansas - Division of Agriculture for upgrades and renovations to Agricultural Research and Extension Centers and Stations.

Funds are payable from cash funds deposited in the State Treasury as determined by the Chief Fiscal Officer.

Disbursement of funds must comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and regulations.

Funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative minutes of the Arkansas Legislative Council or Joint Budget Committee.

Act becomes effective July 1, 2023 under an emergency clause due to Arkansas constitutional restrictions on appropriations exceeding one year.
