Appropriates $1,000,000 to the Department of Education - Division of Higher Education as a grant to Arkansas Baptist College for establishing and operating a Commercial Driver's License Training Program for fiscal year 2023-2024.

Requires the Chief Fiscal Officer to transfer $1,000,000 from the General Revenue Allotment Reserve Fund to the Higher Education Grants Fund Account immediately upon the act's effective date.
