Appropriates $25,000,000 to the Department of Education - Division of Elementary and Secondary Education for after school and summer program grants for fiscal year 2023-2024.

Funds designated for grant program supporting after school and summer programs infrastructure, quality and accountability systems.

Funds to be paid from cash deposited in the State Treasury as determined by the Chief Fiscal Officer.

Requires disbursement compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Act effective July 1, 2023 as an emergency measure necessary for agency operations and essential governmental programs.
