Appropriates $10,000,000 to the Department of Education - Division of Elementary and Secondary Education for after school and summer program grants for Boys and Girls Clubs statewide for fiscal year 2023-2024

Funds are payable from the cash fund deposited in the State Treasury as determined by the Chief Fiscal Officer of the State

Disbursement of funds must comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws

Requires funds to be used in compliance with stated reasons for the appropriation as evidenced by agency requests, executive recommendations, and legislative recommendations documented in budget materials and legislative council minutes

Declares an emergency effective July 1, 2023 to ensure immediate operation of the program, as Arkansas Constitution prohibits appropriations for more than one year
