Amends Arkansas Code § 23-18-504(a) to add an exemption for gas pipelines less than 5 miles in length under the Utility Facility Environmental and Economic Protection Act.

Exempted pipelines must be constructed primarily to serve a single customer or group of customers under common ownership or control.

Pipelines must be used by customers who have entered into a lease to facilitate bond issuance under Arkansas Code Title 14, Chapter 164.

Pipeline construction must occur entirely on land owned by or leased to the customer(s) to be served.

Declares an emergency effective upon Governor approval, citing high inflation (6.5% overall, 10.4% for food) and job creation benefits from pipeline construction commencement.
