Amends Arkansas Medal of Honor Commission funding to allow donations and contributions from individuals, state appropriations, and public and private organizations rather than prohibiting state funding.

Authorizes the Secretary of State to perform maintenance, repair, alteration, additions, reconstruction, or upkeep on the Medal of Honor monument.

Requires monument and memorial sponsors to pay a fee of 10% of the monument cost and 10% of the memorial area construction cost before construction begins, with exceptions allowing early construction if a dedicated funding source and substantial funds are demonstrated.

Establishes the Arkansas Capitol Grounds Monument and Memorial Preservation Fund to consist of private donations, sponsor fees, state appropriations, and accrued interest for maintenance and upkeep of all monuments and memorials on State Capitol grounds.

Prioritizes use of dedicated funds for specific monuments (Vietnam Veterans' Monument, Arkansas Military War Veterans Monument, Ten Commandments Monument, Gold Star Family Memorial, and Fallen Firefighters Memorial) before using general preservation fund moneys.
