Amends Arkansas Code § 14-54-1105(d) to clarify that municipalities may establish ordinances regarding animal care, public health, public safety, and the sale of dogs and cats

Adds new section 14-16-119 defining "working animal" as a nonhuman animal performing a specific duty or function in commerce or animal enterprise, including human service, transportation, education, competition, or exhibition

Excludes poultry, swine, dairy cows, beef cattle, sheep, goats, and similar nonperformance production enterprises from the definition of working animals

Guarantees the right to utilize working animals for their benefit or the benefit of individuals they serve, and prohibits counties from enacting ordinances that terminate, ban, or create undue hardship relating to working animals in commerce, service, hunting, agriculture, transportation, ranching, entertainment, education, or exhibition

Exempts county zoning ordinances from supersession and preserves state laws and rules regulating animal care, public health, and public safety
