Establishes 134 maximum regular employees for the Bureau of Legislative Research with positions ranging from Director (Grade SE05) to support staff (Grade GS04), plus authorization for 31 temporary or part-time "Extra Help" employees.

Appropriates $20,393,775 from the State Central Services Fund for fiscal year 2023-2024, including $11,856,444 for regular salaries, $150,000 for extra help, $3,738,211 for personal services matching, and $1,393,480 contingency.

Appropriates $271,060 for interim committee study expenses, $1,696,396 for per diem and travel expenses of General Assembly members attending interim committee meetings, and $65,806 for Energy Council expenses.

Reappropriates up to $2,000,000 from the balance of Act 9 of 2022 remaining on June 30, 2023 for the same purposes in fiscal year 2023-2024.

Amends Arkansas Code § 10-3-303 to authorize the Bureau director to direct transfers between line items and appropriations as necessary, adjust employee salaries at discretion without statutory maximums, and serve as disbursing officer for bureau funds.
