Updates Arkansas commercial driver alcohol and drug testing law to comply with Federal Motor Carrier Safety Administration regulations as of November 8, 2021 (previously referenced January 1, 2009 standards)

Establishes procedures for the Office of Driver Services to query the federal Commercial Driver's License Drug and Alcohol Clearinghouse upon receipt of applications to issue, renew, transfer, or upgrade commercial driver licenses or learner permits

Requires immediate revocation of commercial driver licenses or learner permits if the federal Motor Carrier Safety Administration notifies the office that a driver is prohibited from operating a commercial motor vehicle under 49 C.F.R. 382.501(a)

Repeals Arkansas Code §§ 27-23-205, 27-23-207, 27-23-208, and 27-23-209, which previously required state-level reporting of test results, employer database queries with fees, employee database requests, and state-level penalties for non-compliance

Authorizes the Office of Driver Services to pursue federal grants and contract with third parties to assist with compliance with the federal Commercial Driver's License Drug and Alcohol Clearinghouse
