Changes the filing deadline for independent candidates from "during the party filing period" to 12:00 noon on the first day of May of the election year for U.S. offices (other than President or Vice President) and state, county, township, or district offices.

Allows candidates to withdraw a notice of candidacy and file a new notice designating a different position before the May 1st deadline, but prohibits changing the position after filing.

Modifies petition form requirements to use "include" instead of "includes without limitation" when describing required spaces for qualified elector signatures, printed names, dates, and addresses.

Repeals Arkansas Code § 7-7-103(b)(3)(C), which previously required independent candidates to submit an affidavit certifying that signatures were collected within a 90-day period and that collection complied with state law.
