Consolidates three separate state licensing boards into a single State Board of Appraisers, Abstracters, and Home Inspectors by abolishing the Arkansas Abstracters' Board, Arkansas Home Inspector Registration Board, and Arkansas Appraiser Licensing and Certification Board

Transfers all authority, duties, functions, records, contracts, personnel, property, and unexpended funds from the three abolished boards to the new consolidated State Board of Appraisers, Abstracters, and Home Inspectors

Restructures the new board to include eleven (11) members: five (5) practicing appraisers, three (3) registered home inspectors, one (1) financial institution representative, one (1) abstracter representative, and one (1) consumer representative

Updates numerous Arkansas Code references throughout property appraisal, abstract, and home inspector licensing statutes to reflect the new consolidated board structure and authority

Declares an emergency with Section 73 effective immediately upon approval to streamline government operations, and establishes July 1, 2023 as the effective date for remaining provisions to coincide with Department of Labor and Licensing appropriations
