Establishes maximum of 32 regular employees for the Department of Education - Division of Public School Academic Facilities and Transportation for fiscal year 2023-2024, including positions ranging from director (Grade SE01) to administrative specialists (Grade GS03-GS04).

Appropriates $2,986,899 for operations including $1,800,180 in regular salaries, $632,758 in personal services matching, $319,311 in operating expenses, $24,650 for conferences and travel, and $207,500 for safety training.

Appropriates $215,340,489 from the Educational Facilities Partnership Fund Account for grants and aid programs, including $211,828,951 for academic facilities partnership and $3,511,538 for academic facilities catastrophic assistance.

Authorizes transfer of funds to the Open-Enrollment Public Charter School Facilities Loan Fund from the Development and Enhancement Fund with effect from July 1, 2023 through June 30, 2024.

Grants the Division Director authority to request appropriation transfers and budget adjustments with approval of the Chief Fiscal Officer and Arkansas Legislative Council or Joint Budget Committee, limited to no more than two transfer requests per fiscal year.
