Amends Arkansas Code § 19-6-459 to add Section 19-6-301(269) as a revenue source for the Commercial Driver License Fund, expanding the fund's composition beyond existing sections (148), (255), (266), and (267).

Modifies Arkansas Code § 27-14-606(a)(4) to clarify that fees collected under § 27-14-602(c) deposited into the Commercial Driver License Fund may be used for "enhancements to the Arkansas Motor Carrier System and for other related purposes" as required by the Secretary of the Department of Finance and Administration.

Amends Arkansas Code § 27-14-705(e)(4) to broaden the use of expedited title processing service fees deposited into the Commercial Driver License Fund to include "system enhancements and for other related purposes" for processing motor vehicle, commercial motor carriers, or driver's licenses.

Expands the permitted uses of Commercial Driver License Fund revenues to include functions, powers, and duties of the Revenue Division beyond the specific Motor Carrier System enhancements previously authorized.
