Amends Arkansas Code § 25-4-127(c) to add new duties to the Data and Transparency Panel, including development of a shared services data hub to drive innovation, improve service delivery, and better serve Arkansas residents.

Requires the division to establish a program to collect, analyze, and exchange government information from executive state agencies and make it available to state agencies, political subdivisions, educational institutions, researchers, nongovernmental organizations, and the general public.

Provides that interagency data sharing does not constitute a disclosure under confidentiality laws, and a signed data sharing form satisfies all required agreements under state or federal law governing the data.

Mandates establishment of privacy and quality policies for government information complying with all applicable Arkansas and federal laws, and a security program according to state security office standards.

Requires creation of a public portal providing Arkansas residents with easy access to data.
