Adds a definition of "meeting" under the Freedom of Information Act to mean the convening of two or more governing body members where a quorum is required to make decisions, discuss public business, or deliberate on any matter.

Excludes on-site inspections of projects or programs and chance interactions between governing body members from the definition of "meeting."

Expands the scope of public meetings to include private entities that are supported wholly or in part by public funds and provide services that would normally be provided by governmental entities.

Prohibits two or more governing body members from discussing, deliberating, or deciding public business in circumvention of open meetings requirements during chance interactions, informal assemblages, or electronic communications.
