Amends the definition of "active duty" in Arkansas Code §§ 6-4-302 and 6-28-104 to clarify inclusion of National Guard and Reserve members on active duty orders under 10 U.S.C. Chapters 1209, 1210, and 1211, and references 42 U.S.C. § 204 as they existed on January 1, 2021.

Requires public schools with 20 or more military children enrolled or districts with 3,000+ students to designate a military family education coordinator who must be included in establishing the district's parent and family engagement plan.

Specifies that military family education coordinators must have specialized knowledge of educational needs and obstacles faced by military children.

Allows designees to represent council members on the Arkansas Council for Military Children with the same authority, with designees identified in writing to the council.

Establishes that a majority of all council members constitutes a quorum, with absences of Senate and House Education Committee chairs or their designees not counting against quorum.
