Changes terminology from "artist trainer" to "artist instructor" and "artist in training" to "student artist" throughout body art regulations

Increases minimum training hours for student artists in tattooing, body piercing, and permanent cosmetics from 375 to 400 clock hours

Repeals former Subchapter 7 (Permanent Cosmetics and Semipermanent Cosmetics) and creates comprehensive new regulatory framework with separate licensing, education, and examination requirements for permanent cosmetics practitioners
