Amends Arkansas Code § 23-112-403(a)(3)(B) to create an exemption to unlawful practices under the Arkansas Motor Vehicle Commission Act for manufacturer-owned dealerships

Allows manufacturers to own, operate, or control up to 5 locations licensed as motor vehicle dealers for sales of new vehicles

Permits unlimited locations for repair-only facilities exclusively servicing the manufacturer's vehicle line

Exemption requires the manufacturer to exclusively manufacture or assemble zero-emission motor vehicles and have never sold its line make through franchised dealers in Arkansas

Exemption requires the manufacturer to have not acquired controlling interest in any franchisor or transferred controlling interest to any franchisor-related entity
