Amends Arkansas Code § 25-15-210(c) to allow the Department of Human Services to serve administrative adjudication decisions electronically by e-mail in addition to personal or mail service, provided the party consents.

Maintains existing requirements that parties be served either personally or by mail with copies of decisions or orders.

Declares an emergency clause due to increased administrative adjudication decisions expected from the revocation of continuous Medicaid enrollment procedures, citing the need for timely notice to beneficiaries to ensure continuous health care.

Takes effect immediately upon approval by the Governor, or upon expiration of the Governor's veto period, or upon veto override by the legislature.
