Students transferring to a different public school or nonresident school district cannot be denied participation in extracurricular activities or disciplined based solely on their decision to transfer.

Transferring students must complete and file a Changing Schools/Athletic Participation form with both the receiving school district and the Arkansas Activities Association before participating in extracurricular activities.

The form requires signatures from the superintendent of the student's resident school district, the superintendent of the nonresident school district, and the parent or legal guardian, unless there is demonstrable evidence of recruiting or transfer solely for athletic purposes.

School district personnel and registered volunteers are prohibited from recruiting students for athletic purposes at their school.

The form applies only to students enrolled in the receiving school district by July 1 before entering grades 7-12, and "extracurricular activity" is defined as interschool activities not included in regular curriculum, including sports and special interest clubs.
