Establishes that qualified electors must be registered voters in Arkansas and own land within the district, with verification required before obtaining ballots.

Creates a District Election Committee composed of appointed district directors to conduct elections, including collecting ballots, counting votes, and investigating election challenges within 3 days.

Specifies that elections be held on the first Tuesday in March with nominating petitions filed during the first two weeks of February, requiring 25 or more qualified elector signatures (except for incumbents with 65% meeting attendance).

Disqualifies ballots with more than three (3) candidates marked or containing write-in candidates, and requires election materials be maintained for at least one (1) year.
