Amends Arkansas Code to add Subchapter 5 to Title 14, Chapter 1, establishing legislative findings that amateur radio service provides vital emergency communications when conventional facilities are disrupted.

Requires local government regulation of amateur radio antenna structures to reasonably accommodate amateur service communications allowed under federal law (47 C.F.R. § 97.15) and constitute minimum practicable regulation to accomplish legitimate purposes.

Prohibits local government regulation from precluding amateur radio service communications or exceeding federal standards for antenna structure heights and dimensions.

Amends Arkansas Code Title 18, Chapter 12 to define "association" as nonprofit mandatory-membership organizations of property owners and prohibits associations from regulating amateur radio antenna installations through contracts or recorded documents if such regulation would preclude amateur radio communications.
