Exempts adults to be adopted and their spouses from the time period restrictions on withdrawing consent to adoption that apply to minors and agencies.

Limits property description and value requirements in adoption petitions to minors only, removing the requirement for adult adoptions.

Modifies health history and genetic/social history requirements to use permissive language ("may exclude") rather than mandatory language ("excludes") regarding information identifying birth parents.

Exempts infants under six months of age not in Department of Human Services custody from residency requirements for adoption petitions.

Repeals Arkansas Code § 9-9-223 regarding termination of nonparental relatives' rights and adds exemptions to putative father registry procedures when parental rights were previously terminated or the minor was adopted in a prior separate proceeding.
